The Special Issuance Agency (SIA) issues diplomatic, official, service, and no-fee regular passports. We support getting foreign visas for those traveling on behalf of the U.S. government.
You may not be able to access some links on this page if you are not on a U.S. government computer or device.
All employees, personnel on detail to the Department, or contractors who are leaving federal service must return any valid diplomatic, official, or service passport issued to them or their eligible family members for cancellation. You may bring your passport(s) to the Special Issuance Agency (SIA) or mail your passport(s) to SIA for cancellation. Walk-ins do not require an appointment. Simply come to SIA (600 19th Street NW) during business hours, 9am-3pm, and present your out-processing checklist to Diplomatic Security. Our mailing address is: U.S. Department of State, Special Issuance Agency (CA/PPT/SIA), Attn: DOTS, 44132 Mercure Cir., P.O. Box 1185, Sterling, VA 20166-1185.

No-fee, regular passport books do not need payment. They have a special endorsement showing the travel status of the person holding the passport. We issue these passports to:
Most U.S. passports are regular, fee passports and known as "tourist" passports. These passports are valid for 10 years for adults or five years for children under age 16.
